Rugby World Cup Participation Agreement

World Rugby has met with proposals from Scottish rugby boss Mark Dodson to take legal action if Their sunday match against Japan does not continue because of Typhoon Hagibis. World Rugby and the France 2023 organising committee have announced that the Palais Brongniart in Paris will host the draw for the 2023 Rugby World Cup. The draw is postponed for two weeks to December 14, 2020 due to the lingering effects of the COVID-19 pandemic on rugby and event accommodation activities. The opening ceremony took place on September 20, 2019 at 6:30 p.m. (JST) at Tokyo`s Ajinomoto Stadium.  The ceremony showcased traditional and modern Japanese culture as well as the culture of the Rugby Union and told the story of the development of the Rugby Union in Japan.  New Zealand`s Richie McCaw, who led the All Blacks to the 2015 world championship, has solemnly handed over the Webb Ellis Cup.  Six jets from the Japan Air Self-Defense Force`s Blue Impulse art team flew over the stadium.  Kiyoe Yoshioka of japanese pop-rock band Ikimono-gakari sang World in Union, the official song of the Rugby World Cup.  The tournament was officially opened by Fumihito, Prince Akishino of Japan; He and World Rugby President Sir Bill Beaumont made speeches at the end of the ceremony, and Beaumont said:  The top three pool teams got an automatic spot at the 2015 World Cup, with the remaining eight teams coming from the world qualifying series. Six of the remaining eight available places were occupied by regional qualifiers, with the two additional places occupied in the play-off. Qualification was divided into five regional groups; Africa, America, Asia, Europe and Oceania.
 For the first time, the national rights holder did not host the tournament. Instead, International Games Broadcast Services (IGBS), a joint venture between Host Broadcast Services (HBS) and IMG, was responsible for the production of film material distributed to rights holders. IGBS has used the production resources of traditional rugby nations such as Australia, France, New Zealand, South Africa and the United Kingdom. The Japanese channel NHK has covered selected games in 8K resolution with a combination of nine 8K cameras and 4K resolution recordings highly converted by IGBS. The International Broadcast Centre was located outside the Ajinomoto Stadium.
